Certain sports allow teams to take timeouts throughout a game. Momentum swings suddenly between opposing sides. Coaches and players want to regroup. Even if they don't come up with a clever gameplan, it forces everyone to pause and step back.
Maybe "timeout" means something else to you: a punishment from your younger days. When you misbehaved, your parents put you in timeout: a chance to step away from the situation and think about your behavior. Depending on the age, you may or may not have made the most of this suspension of time. If anything, it gave your parents the opportunity to make sure they don't also lose their cool.
You can use timeouts your day-to-day productivity. In the former situations, there are limits to how many you can use or, that it is imposed as a penalty.
